USAID PVO New Applicant Registration

To register as a new PVO:

  1. Review the USAID PVO New Applicant Registration Information (PDF 1MB).
  2. Review the USAID PVO Conditions of Registration
  3. If your organization:
    • Meets the USAID PVO Conditions of Registration,
    • Has been incorporated for at least 18 months,
    • Has the following documents in PDF form:
      • Audited financial statements for the most recently ended fiscal year (or the fiscal year that ended not more than 15 months before the application submission date) prepared on an accrual basis in accordance with generally accepted accounting principles (GAAP) by an independent certified public accountant. (Non-U.S.-based organizations submit with monetary amounts converted to U.S. dollars.)
      • Articles of Incorporation or Charter. U.S. organizations submit articles with amendments on state letterhead with state seal and authorizing state official signature; non-U.S.-based organizations submit articles or charter executed by the appropriate officiating agency.
      • Bylaws or relevant documents establishing the applicant's corporate structure.
      • An annual report or similar document that describes overall program activities for the same year as the audited financial statements.
      • Proof of tax-exempt status. U.S.-based organizations submit IRS letter of 501(c)(3) determination; non-U.S.-based organizations submit a statement (or comparable document) of tax exemption under the laws of its country of domicile and operation issued by the appropriate agency.
      • A cover letter stating the reason your organization is applying for registration and describing current or intended overseas program activities and their relevance to USAID's strategic objectives.
